2021-2022 CONSTITUTION BY LAW OF TECHNOTRENDS EDITORIAL STAFF
PREAMBLE
We, the TECHNOTRENDS Editorial Staff, imploring the aid of our Almighty God in order to establish a responsive organization that shall embody our ideals and aspirations, promote the interest and general welfare of the students by uplifting of its standards towards the betterment of our school- PSU Asingan, founded in truth principles of Journalists’ Creed, do ordain and promulgate this constitutions and by-laws.
ARTICLE I: NAME AND SEAL
Section I: The organization shall be known as the TECHNOTRENDS, the Official College Paper/Organization of Pangasinan State University (PSU)- Asingan .
Section 2: The organization shall be officially based at PSU-Asingan, Domanpot and shall be officially known as the Office of the TECHNOTRENDS.
ARTICLE II: DECLARATION OF PRINCIPLES, POLICIES AND OBJECTIVES
Section 1: The Technotrends is a dynamic and pro-active student organization comprising the editorial staff adhering to truth, balance, fair, just honest, and responsive journalism.
Section 2: The Technotrends is committed to the development and enhancement of quality publication; to be an active partner of the school in information dissemination and to maintain transparency by letting all the constituents of the college especially the students well informed.
Section 3: The Technotrends shall serve as the voice of the students and not as a propaganda tool of anyone’s vested interest.
Section 4: The Technotrends shall seek to promote understanding and awareness of campus, public, social as well as community issues that directly or indirectly affect the lives of students.
Section 5: The Technotrends shall provide adequate programs and activities to sustain the spiritual, moral, physical, mental and emotional needs, personal growth and talent enhancement of its members.
Section 6: The Technotrends shall encourage the active participation of its member in the school/university undertakings and operations to create unity, harmony and solidarity.
Section 7: The Technotrends shall serve as a training ground to prepare its members for future journalistic position in the local community and even in national level thereby contributing to the print media.
Section 8: The Technotrends shall maintain an open and strong relationship within its members.
Section 9: The Technotrends is subject to existing policies and is directed to take part and fulfill its Declaration of Principles, Policies and Objectives.
ARTICLE III: MEMBERSHIP AND SELECTION PROCESS OF EDITORIAL STAFF
Section I: MEMBERSHIP
All interested student seeking membership for Technotrends should have adhere the following:
- SENIOR MEMBERS
The Editor-In- Chief and Associate Editor shall be automatically considered as Senior Members of the Editorial Board. They have the privilege to become editors in any position. The Managing editor may qualify as senior member provided that the Editor-in-Chief waives his right and membership as;
- REGULAR AND NEW MEMBERS
The rest of the members of the Technotrends Editorial Board for at least one (1) year and any interested student shall be recognized as its members provided they have:
- Enrolled as a student of PSU-Asingan with a minimum of fifteen (15) units;
- Obtain 75 points and above in the Battery-Writing, 60 points intended for the output and 40 points for the interview
Section II: SELECTION PROCESS
- Any student enrolled in the school year may apply as a member of The Editorial Staff but should undergo the following process:
- Submit a Letter of Intent
- Attached with the Letter of Intent, is a copy of a written output (Any type of article)
- The documents will be submitted to the Technotrends Office for evaluation
After the submission, the student will wait for the result of the written output submitted and evaluated by the Technotrends Adviser. The result of the evaluation will be posted in the Bulletin Board for viewing.
ARTICLE III: POWERS, DUTIES AND FUNCTIONS OF EDITORIAL STAFF
Section 1: The Editor-in-Chief shall have the following duties and functions:
- Preside every meeting of the TECHNOTRENDS provided however, in his or her absence; the Adviser could assign any one among the staff.
- Initiates and supervises the affairs and activities of the staff.
- Presents semestral and annual financial reports or other related reports regarding the activities and accomplishments of the Technotrends.
- Performs such other task as maybe assigned from time to time by the adviser.
Section 2: The Associate Editor shall have the following duties and responsibilities:
- Acts as Editor-in-Chief in case of the latter’s absence, illness or temporary disability to discharge duties and functions.
- Performs such other task as maybe assigned from time to time by the Adviser or the Editor-in- chief
Section 3: The Managing Editor shall have the following duties and responsibilities:
- Safeguards all the properties, records and documents and the like of the Technotrends.
- Keeps records of minutes of all meetings.
- Performs such other task as maybe assigned from time to time by the adviser or the editor in chief
Section 4: The News Editor shall have the following duties and responsibilities:
- Take charge at editing all news articles
- Performs such other task as maybe assigned from time to time or the editor in chief
Section 5: The Feature Editor shall have the following duties and responsibilities:
- Take charge at editing all feature articles
- Performs such other task as maybe assigned from time to time by the adviser or the Editor-in- Chief
Section 6: The Literary Editor shall have the following duties and responsibilities:
- Take charge of editing all literary articles.
- Performs such other task as maybe assigned from time to time by the adviser or the Editor- In-Chief
Section 7: The Staffers shall have the following duties and responsibilities:
- Gather information, facts and opinions, data and other related reports needed in the preparation of the college paper.
- Performs such other task as maybe assigned from time to time by the Adviser, Editor-in-Chief, Associate Editor, Managing Editor, Literary Editor and Feature Editor.
Section 8: The Lay-out Artist shall have the following duties and responsibilities:
- Sketch, draw, or draft caricatures, cartoons, lettering and dummies needed in the preparation and the publication ofthe college paper.
- Performs such other task as maybe assigned from time to time by the Adviser, Editor-in-Chief, Associate Editor, Managing Editor, Literary Editor and Feature Editor.
ARTICLE IV: CODE OF CONDUCT
- Every staff shall uphold moral and spiritual integrity
- Every staff shall observe courtesy/politeness to any person inside and outside the campus
- Every staff shall practice punctuality in every transaction, meetings and the likes.
- Every staff shall promote and show loyalty to the Technotrends.
- Every staff shall be responsible in discharging his/her duties and functions such as:
- Attending every program and activity of the campus
- Submit assigned articles on time
- Every staff shall observe proper decorum during meeting
- Every staff shall observe originality and avoid plagiarism.
ARTICLE V: MEETINGS
- Meetings may be classified as regular or urgent meetings.
- Regular meetings shall be conducted every second and last Fridays of the month at 12nn til 1pm at the Technotrends office.
- Urgent meetings shall be called as the need arises to discuss pressing issues, needed to be decided upon.
ARTICLE VI: QUORUM
- A quorum shall consist of 50% plus 1 of the total number of staff.
- The meeting shall be conducted after a quorum shall have been declared by the editor. It shall be cancelled when there is no quorum.
- In cases of emergency issues when there is no quorum, an emergency power shall be automatically exercised by the Editor- in- Chief to arrive at a decision.
